Incheon, South Korea – The “International Training Program for Smart Governance and Policy Capacity Building” provided learning and practical experience to trainees from Indonesia, Kazakhstan, and Mongolia. Taking place in Incheon, the program was filled with Smart Governance experts and South Korean resource persons such as Professor Utak Chung (Senior Advisor of the Global Partnership for Education and former President of UNESCO APCIEU), Vice Mayor of Incheon, Taehee Kim (Assistant Professor of Seoul National University), Professor Myeong Seung Hwan (INHA University), Professor Chang Hoon Jung (INHA University) and others.
Key points related to Advancing Global Higher Education emphasized the importance of sustainable lifestyles and global citizenship. It was stated that by 2050, if production and consumption patterns do not change, humans will need four planets to meet human needs. Therefore, sustainable lifestyles and a sense of global responsibility are very important, this can be supported by the use of technology in various aspects of life.
In addition, South Korea emphasizes the importance of inclusiveness in HR Management through policies and practices that ensure the participation of diverse groups in the organization. To make this happen, inclusive leadership is necessary in creating a work environment that is equal and values every team member. The performance management system in South Korea is data-driven and emphasizes transparency, supported by integrated information systems to enable continuous planning, monitoring, and evaluation.
Education in South Korea has also opened up innovation to a globally open education system, driven by the many inter-country education programs or representative campuses being developed in Incheon. Collaboration between educational institutions, government and the private sector is established and sustainable to support the development of various aspects of its people.
Incheon Research Institute provides best practice as a global-based think tank that is assigned to conduct research and publications as a basis for policy determination in South Korea. Research is carried out with the themes and needs needed by Incheon, through cooperation with various agencies both internally and abroad, the best recommendations can be produced that support research-driven policy.
Through visits to the Incheon City Council and Incheon Free Economic Zone (IFEZ) Smart City, the trainees learned about city governance and the application of smart governance, where collaboration between local governments and communities is essential in creating smart and sustainable cities. In its realization in South Korea, good smart city management with appropriate and sustainable use of technology and innovation can improve the quality of life and security of urban communities.
In this series of training activities, the Director of STIA LAN Jakarta Polytechnic, Prof. Dr. Nurliah Nurdin MA, who was also assigned as the head of the Indonesian team delegation, had the opportunity to hold discussions with Deputy Mayor Jong-sik Heo, Chairperson of the Incheon DPRD and Chief of Police of Incheon Metropolitan City to discuss the potential for further cooperation between the two institutions. The training activities took place actively and dynamically, and are expected to increase the capacity of the trainees in general, and to encourage the development of governance at the STIA LAN Jakarta Polytechnic in particular.
